1. فرض الضرائب على التبغ
حقائق هامة
- رفع أسعار منتجات التبغ عن طريق الضرائب هو الوسيلة الأكثر فعالية للحدّ من استهلاك التبغ
- إن إرتفاع أسعار منتجات التبغ بنسبة 10% من شانه أن يخفّض الاستهلاك بمعدل 4% في البلدان ذات الدخل المرتفع وحتى 8% في البلدان ذات الدخل المتوسط والمنخفض
- إن زيادة الضرائب على التبغ بثلاثة أضعاف من شأنه إنقاذ 115 مليون شخص من الموت بحلول عام 2050.
- خلافا لما تدعيه صناعة التبغ، فإن رفع نسبة الضريبة على منتجات التبغ يزيد من حجم الإيرادات الضريبية.
- الضرائب المرتفعة على منتجات التبغ تبعد شبح الموت وسوء التغذية لأنها تقلل نسبة المبالغ التي تقتطع من الدخل العائلي لإنفاقها على التبغ وليس على المواد الغذائية.
- يجب أن تتراوح نسبة الضرائب على منتجات التبغ بين ثلثي وأربعة أخماس سعر التجزئة.
