Tobacco Packaging and Labelling

The Union's Technical Guide on Tobacco Packaging and Labelling is aimed to help governments implement the most effective packaging and labelling policies possible.

It provides:

• a detailed review of evidence to support picture warnings and other packaging measures
• step-by-step guidelines for designing warning labels, drafting legislation, implementing packaging and labelling measures, and evaluating the impact of measures.
• Illustrations and examples from countries that have successfully implemented these policies.
• Cross references to implementation guidelines for Article 11 of the WHO Framework Convention on Tobacco Control

In addition to complementing the Article 11 implementation guidelines, the Guide will support capacity-building efforts by The Union and WHO?s Tobacco Free Initiative.
