Union courses strengthen capacity for effective tobacco control programmes in countries with the highest burden of tobacco use: China, Bangladesh, India and Indonesia. These courses are supported by the Bloomberg Initiative to Reduce Tobacco Use.

Training courses are designed specifically for middle- and senior managers working in tobacco control. Four core training courses build overall capacity in individuals and institutions:
  • Leadership and General Management
  • Budget Management and Financial Reporting
  • Human Resource Development
  • Management of Managers

The courses provide managers with increased knowledge and experience in core management areas, and help organisations build the skills needed to seek funding and implement projects.

The topics covered include :
  • Strategic leadership
  • Management
  • Planning and implementing change
  • Understanding motivation and behaviour
  • Conflict negotiation
  • Building networks
  • Effective planning and goal setting
  • Advocacy
  • Mass media communication
Teaching methods draw on the knowledge and experience of the course participants. Each course covers a number of themes, with clearly defined learning objectives. The emphasis is on applying course learning in practical settings. Interactive learning methods are used, including assessments, simulations and group work. All courses include an immediate evaluation as well as longer-term assessment.
