主要事实
- 吸烟者往往低估使用烟草对健康的危害。
- 卷烟包装上有效的健康警告可以鼓励吸烟者戒烟,使不吸烟者保持不吸烟。
- 有效的健康警示(包括令人震惊的图片)应当篇幅醒目,使用强烈、清晰和明确的语言。
- 只有20个国际和地区要求卷烟包装上的图片警示要占到包装主要展示区域的50%或以上,这只涵盖了不到9%的世界人口。
- 世界约一半人口所在的国家未对“淡型”和“低焦油”等误导性术语实行充分限制。
- 《烟草控制框架公约》第11条要求各缔约方在卷烟包装上印制健康警示,并禁止使用误导性描述用语,如“低焦油”、“淡型”以及与此相关的设计图案。
