The Union offers technical assistance to government ministries and departments on how best to introduce, implement and manage tobacco control. Such assistance includes the provision of advice, expertise, research, analysis and programme management. Examples include:

  • Assistance establishing a national tobacco control cell, using international best practice, to coordinate and oversee a country’s tobacco control programme
  • Advice on specific legislation and the structures required for effective enforcement
  • Support grantees through legal challenges from the tobacco industry, and provide technical advice on how to counter these challenges
  • Amicus Curiae - providing expert evidence in court when governments are required to defend progressive tobacco control developments from the industry

We also provide technical support to non-governmental organisations, who play a crucial ongoing role in the effective implementation of tobacco control policies.

The Union’s tobacco control projects

Bloomberg Initiative Grants Program

The Union co-manages the Bloomberg Initiative to Reduce Tobacco Use Grants Program in partnership with the Campaign for Tobacco-Free Kids. The programme awards funds to projects delivering high-impact tobacco control interventions, based on the WHO FCTC, in low- and middle-income countries. Read more.

Global Implementation Programme

The Union is also funded by Bloomberg Philanthropies to implement the Global Implementation Programme. This is a pilot programme to support seven cities in four low- and middle-income countries to effectively implement their tobacco control laws. Read more.

STOP (Stopping Tobacco Organizations and Products)

The Union is a key partner in STOP, a global tobacco industry watchdog funded by Bloomberg Philanthropies, whose mission is to expose tobacco industry strategies and tactics to undermine public health. Read more.
